Under the terms of UN Security Council resolution 425 of 19 March 1978, the main purposes of the UN Interim Force in Lebanon (UNIFIL) are to confirm the withdrawal of Israeli forces, restore international peace and security, and assist the Government of Lebanon in ensuring the return of its effective authority in the area. By the summer of 1980, UNIFIL, under the command of Major-General Emmanuel Erakine, had a total strength of 5,898 persons, and included seven battalions, an engineer company and three logistic units.
