On 16 June 1949, a provisional agreement to put into force a draft custom convention on the International Transport of Goods by Road (TIR) was signed. On 5 September 1951 the TIR system started to operate between the Netherlands, Switzerland, and the Western zones of Germany. Other countries are expected to join the system soon.
Here, a truckload of merchandise passes freely across the German-Swiss frontier. A blue and white plate on the front and rear of the vehicle carries the letters T.I.R.; the goods are sealed; the truck driver is given a carnet visa by the customs authorities; no custom inspection will take place until the truck reaches its destination in Holland.
